DEFAULT_MAIL_MERGE

This configuration variable sets the default value for the Mail-Merge keyword for all lists on the server. Set this variable to NO to turn off list-based mail-merge, or set it to YES to turn it on. This configuration variable can be overridden at the list level by setting the Mail-Merge list header keyword.

DEFAULT_MAIL_MERGE=YES

This default value is an empty string, which is equivalent to NO.
